We, members of Greek organizations at The University of Montana commit ourselves to the high ideals and principles of our national men's or women's fraternities. We dedicate our Greek experience to the virtues of diligence, brotherly/sisterly love, unity, loyalty, truth, honor, friendship, knowledge, service, morality, excellence, mutual respect and dignity.
Our purpose is not to consider ourselves better than other students, but to better ourselves through the common experiences of our Greek community. We aspire to improve ourselves by striving to incorporate the ideals of our ritual and creeds into our daily lives. We hold ourselves to a higher ideal, as defined by our national or international organization (herein referred to as "national organization").
We acknowledge the central role of The University of Montana and its mission, without which we would not be chapters. Our actions and activities will compliment the University's mission to provide "high quality and diverse educational opportunities and service to the people of Montana." The University acknowledges the important role that men's and women's fraternities play in the development of students and the achievement its mission. The University further acknowledges that participation in Greek life can be a valuable and rewarding experience for students.
To meet these mutual goals, The University of Montana, as represented by the Vice President for Student Affairs, and the chapter leaders, alumni and national organizations establish this document to define the supportive relationship each enjoy.
The Greek community at The University of Montana was founded on the principles of scholarship, friendship, and human service--principles that are the foundation of the University educational process. Any organization that is part of or connected to The University of Montana must share the values and expectations that the University has for itself. Greek organizations have, and must maintain, values and expectations that the University has for itself.
The University serves as the host institution to Greek organizations by inviting the national fraternal organization to establish a chapter on its campus. The University and the men's and women's fraternities recognize that a cooperative relationship exists and, thus, share the following expectations:
academic and intellectual achievement service to campus and community
respect for human worth and dignity promotion of loyalties to the University
leadership development good intra-Greek relations
responsible behavior and citizenship responsible membership selection and education
sound financial management
Chapters or colonies of national fraternal organizations and the Order of Omega, a national Greek honor society, are recognized student groups of The University of Montana with all the rights, privileges and responsibilities thereof. As such, they are organizations of The University of Montana. As a host institution, the University has the right to withdraw its recognition of an individual chapter which has not demonstrated a commitment to these expectations.
Through the Office of the Vice President for Student Affairs, the University provides professional leadership, advising and advocacy for the legitimate needs, interests and development of the Greek community.
The Office of Admissions & New Student Services provides procedures, policies, and appropriate general assistance for recruiting new students to the University and informing them about Greek life and the process of joining Greek organizations.
The Alumni Association provides records and other advisory services for communicating with chapter alumni, contingent upon staff and resources.
Other campus student services and academic assistance programs are available to Greek organizations for educational and developmental purposes.
The chapters have an obligation to follow all guidelines set forth in the relationship agreement and the Student Conduct Code; laws of the state of Montana, National Interfraternity Conference, National Pan-Hellenic Council and National Panhellenic Conference policies; national fraternal organization policies and state and local health and building codes.
Each chapter of the Greek community provides a setting which insures an atmosphere that supports academic progress, diversity and healthy social interaction for its members.
Each chapter provides educational opportunities for developing leadership qualities and business skills in its members.
Each chapter with a house provides a safe and healthy living environment for its residents.
Each member is to be loyal, committed, and active in all phases of chapter life. Each member is expected to adhere to all chapter policies and conduct codes, maintain appropriate academic standards and to follow all policies and procedures expected of UM students.
Graduates of The University of Montana who are members of Greek organizations are expected to have lifelong interest and loyalties by providing continuity, stability, support, information, training, leadership and business expertise to their respective chapter. Alumni/ae assist with advising, recruiting, and supporting the general welfare of the Greek community and The University of Montana. Alumni/ae particularly have responsibility for the provision of physically safe, wholesome and fiscally sound facilities for the chapters' use.
The primary objective of the relationship between The University of Montana and its men's and women's fraternities is responsible self‑governance. The elected officers of each organization are responsible for the interpretation and enforcement of chapter policy and standards, University policies and the laws of Montana. Chapter advisors, national headquarters and the Greek Life Advisor provide advice and assistance.
Each chapter must recognize its responsibility in the development of standards of group behavior and must accept the duty to discipline those members or associates who deviate from the standards.
The role and authority of Panhellenic Council (PHC) and Interfraternity Council (IFC), as defined by national policy, is acknowledged and respected. All Greek Council serves only as a communication and coordinating body for issues involving both men's and women's fraternities in the following ways:
a. Promote communication among chapters, foster good relations among the Greek community and its members and promote good relations with The University of Montana and Missoula community;
b. Administer all-Greek activities;
c. Administer the provisions of this document;
d. Other duties as may be in the best interest of the Greek community, with the consent of IFC and PHC.
a. Coordinate the activities Greek community;
b Make its own by‑laws and rules, with the consent of the IFC and PHC;
c. Issue joint statements and resolutions speaking for the Greek community, with the Consent of IFC and PHC;
d. Create policies for the Greek community, with the consent of IFC and PHC;
e. Adjudicate violations of this document except where IFC and PHC have jurisdiction;
f. Deal with any issue common to men's and women's fraternities;
g. Formulate all Greek social calendars, organized by the appropriate IFC and PHC officers;
h. Meet as needed, but not less than once a month during the academic year.
a. The officers of the AGC (as established in the by‑laws);
b. The presidents (or designees) of the formally chartered and recognized men's fraternities;
c. The presidents (or designees) of the formally chartered and recognized women's Fraternities and one other representative as determined by them,
b. The presidents of IFC and PHC.
The AGC will not administer any exclusively men's fraternity or women's fraternity matter. Only in situations or on issues common to both will AGC have any responsibility.
All judiciary matters common to the men's and women's fraternities will be adjudicated by the All‑Greek Tribunal. The Tribunal is comprised of the membership of the AGC, minus those members whose chapters or individuals from their chapters are involved in the judiciary matter. Situations unique to the men's or women's fraternities are handled by the respective IFC or PHC judiciary boards.
The All‑Greek Tribunal is empowered to hear and sanction violations of the UM/Greek Relationship Agreement, violations of policies created by the AGC, and problems involving both an individual men's fraternity and individual women's fraternity. Situations between only men's fraternities or only women's fraternities will be adjudicated by either IFC or PHC. All decisions of the All‑Greek Tribunal may be appealed to the Vice President for Student Affairs.
Tribunals will be conducted through procedures established in the by‑laws of AGC. No chapter will be denied the right to due process. All proceedings of the All‑Greek tribunal will be closed the public. The outcome of the tribunal can be made public.
Alleged violations of The University of Montana Student Conduct Code, or any possible hazing incident, or incident resulting in serious injury or death of a student, are referred to the Vice President for Student Affairs.
The University will not withdraw recognition of a men's or women's fraternity without consultation with the chapter's national office. Only the President of The University of Montana (or president's designee) has the authority to revoke recognition of any chapter.
Recognizing that academics is the chief purpose for enrollment at The University of Montana, academic achievement is given the highest chapter priority in Greek life. A wholesome environment which is conducive to good study habits and intellectual efforts is to be provided by each chapter.
The University of Montana expects all men's and women's fraternities to adhere to their respective national organization academic requirements. Further, the goal of each chapter is to maintain a cumulative grade point average at or above the all-University undergraduate grade point average.
Realizing that past preparedness is essential to assume the responsibilities of brotherhood and sisterhood, only those individuals who meet the academic requirements of their national organization shall be initiated. All national organization academic requirements are kept on file in the Greek Life Office for reference. Any change in a national organization academic policy must be submitted immediately to the Greek Life Advisor for filing.
Individual chapters are responsible for providing an academic program to assist pledges and initiates who fail to meet minimum University GPA standards. In addition, The University of Montana offers information on academic services that can be made available to all fraternity and sorority scholarship chairpersons by contacting the University College. All sorority and fraternity members on academic probation should be in direct contact with the academic assistance programs located in the University College. When a member or pledge is below the chapter- or university-required GPA, he/she will be referred to his/her academic advisor or major department by his/her house scholarship chairperson.
The PHC, IFC, AGC and Greek Life Office should establish additional academic rewards, honors, and recognition for individuals and chapters whose accomplishments merit special attention.
The University requires student organizations to have a faculty/staff adviser. Each Greek organization should select a University liaison for academic and University-related matters in addition to its alumnus/a adviser responsible for chapter operations.
The University shall fund a staff position to coordinate and advise Greek Life, and to facilitate the coordination of alumni and chapter operations.
All possession, use, and/or consumption of alcoholic beverages on The University of Montana campus, in Greek chapter houses, on the premises of any chapter, or at any entertainment or function of any chapter must conform with national chapter policies and guidelines; the All Greek Council policy; the University of Montana policy on service of alcoholic beverages and Alcohol and Drug Guidelines and all applicable state, county and city statutes. Violations are subject to AGC tribunal, and/or any University penalties. AGC will not adjudicate any violations of national policies, except if the violation is also contrary to UM's or AGC policies.
The All Greek Council (AGC) at The University of Montana unanimously approves the following policy regarding the consumption of alcohol in fraternity houses:
There will be no consumption of alcohol in common living areas of residences. Common living areas are understood to be any part of the house or property not being used specifically for living quarters. Residents and their guests of legal drinking age may store and/or consume alcohol in the privacy of their rooms. All federal, state and local laws will be observed. Violation of the above is grounds for action under this policy.
This policy is a minimum requirement for the Greek community. Chapters and national organizations are free to have more stringent regulations. AGC will adjudicate violations of this policy only, not national or local guidelines.
1. December Holiday Social. If a chapter chooses to host a holiday social, it must be held in December. A licensed third‑party vendor and a currently licensed Montana law enforcement officer are required.
There will be a ratio of no more than one (1) guest to one (1) fraternity member at the event.
Written notice of this social must be given to the Greek Life Advisor at least thirty (30) days prior to the event. Written notice identifying the licensed third‑party vender, a copy of the vendor agreement, and a risk reduction plan must be given to the Greek Life Advisor at least (5) days in advance of the event.
2. Alumni Events. There are four events the chapter may host for alumni where alcohol can be served on chapter property: a. Homecoming; b. the chapter's Founder's Day; c. the chapter's Parent's Weekend and; d. Spring Commencement. These events may be held only after the chapter's house corp. president, or chapter advisor, signs a release indicating they approve. The signed release must be submitted to the Greek Life Advisor 30 days prior to the event.
At events of no more than 2 hours, neither a third party vendor or currently licensed Montana law enforcement officer are required. At events of more than two hours, a licensed third-party vendor and at least one currently licensed Montana law enforcement officer are required. Written notice identifying the licensed third-party vendor, a copy of the third-party vendor agreement, a copy of the security agreement and a risk reduction plan must be submitted five (5) days in advance of the event or authorization for the event will be revoked. On the signed release form, the specific times for such an event must be listed and strictly adhered to, otherwise a violation has occurred and a strike will be issued against the house.
Neither a third party vendor nor security are required at events where wine or beer only are being served at a sit-down dinner. A written notice of this function and a risk reduction plan must still be submitted to the Greek Life Advisor 30 days prior to the event.
Should a third-party vendor not be available during homecoming, and every reasonable effort to hire one is made (including contacting University Catering), at least two currently licensed Montana law enforcement officers will be required at the function.
Following receipt by the Greek Life Advisor of a report of an alleged violation of this policy, or a police report alleging the same, these procedures will apply.
The Greek Life Advisor shall notify the fact finding committee of the receipt of a complaint. The AGC president shall draft a letter detailing the incident and identifying the chapter(s) involved. For the purposes of identifying the involved chapters, the presence of five (5) or more members of a chapter other than the host chapter (the chapter at whose residence the alleged violation occurred) shall constitute a separate violation by the chapter to which the visiting members belong, if: the visiting members were engaging in conduct which would constitute a violation if they were members of the host chapter
This letter shall be signed by the AGC President and the Greek Life Advisor. The AGC President shall hand deliver this letter to the chapter president and a courtesy copy mailed/faxed to the Chapter Advisor(s) and/or House Corporation President(s), and the Greek Life Advisor within five (5) academic days from the point of knowledge of the alleged violation.
1. A formal written notice of the alleged violation including the date, time and place of the alleged incident;
2. The group or individuals who witnessed the alleged incident;
3. The date, time and place of the meeting with the Fact Finding Committee.
The impending Fact Finding Committee hearing will be held within two (2) weeks upon receiving the petition. In the event that more time is needed, the AGC President shall petition the Fact Finding Committee for an extension of time. The chapter named in the above petition shall be notified in writing of the extension and the new scheduled date.
The Greek Life Advisor will assist the fact finding committee, whose voting members will consist of the AGC President (or appointed officer), the IFC President (or appointed officer) and the Panhellenic President (or appointed officer). Should any officer be a member of the accused chapter, that officer will excuse him/herself from the fact finding committee and the next highest ranking officer from a different house will assume their position. These officers are an investigative committee only and will work with the Greek Life Advisor to gather evidence and determine if a tribunal is needed . A yes vote of two of the three officers will forward the case to tribunal.
The accused chapter will have a chance to address the fact finding committee before the committee makes its recommendation on whether or not a tribunal is warranted. All fact finding committee proceedings will be confidential until passed on to the tribunal.
The tribunal will take place at the nearest possible AGC meeting, or not longer that two (2) academic weeks. The tribunal will consist of the AGC members minus the accused chapter(s). The tribunal will be conducted in accordance with appropriate provisions of the AGC by-laws and the Men's and Women's Fraternities Relationship Agreement.
The findings of the AGC tribunal shall be written and sent to the Chapter President(s), Advisor(s), and/or House Corporation President(s), and the Greek Life Advisor and the Vice President for Student Affairs within five (5) academic days.
*Should a violation occur where less than five (5) members are found in violation and they can show that these members have been disciplined reasonably and prudently; or if there is an instance where a chapter and its alumni self-report a violation to their national organization and University (and the fact finding committee determines that appropriate consequences have resulted), then the AGC fact finding committee can vote to forgo bringing charges against a house. The tribunal will proceed if the fact finding committee determines the chapter has not disciplined their members reasonably and prudently, or if the incident is a repeat offense. Those members who are disciplined are required to attend a Self Over Substance (SOS) workshop and must present a letter from SOS indicating they have completed the program to the Greek Life Advisor.
Upon first knowledge by a chapter member that a non-member is acting in violation of this policy, and the member takes immediate action to correct the problem, no sanctions will be issued against the house.
First Violation: The chapter shall complete the following within thirty (30) academic days:
1. Social probation effective immediately for a duration of thirty (30) academic days. Social probation is defined as: chapter(s) shall not be able to host any social functions.
2. A submitted letter to the AGC President and Greek Life Advisor, signed by the chapter president and chapter advisor that the following has been completed:
a) A review of the chapter's current insurance policy;
b) A seminar/program presented by PRO's specifically dealing with social event issues (i.e. alcohol issues); and a program presented by Self Over Substance (SOS) program to individual members of the house who violated the policy;
c) Attendance at all seminars/programs will be mandatory for all members of the organization in violation. Any member not able to attend shall attend a PRO's presentation which deals specifically with alcohol awareness and show proof to the chapter president who will include it in the above referenced letter.
3. Failure to comply with the above sanctions will result in a social probation for the next eleven (11) academic weeks.
4. The AGC President will notify the Vice President for Student Affairs in writing of the violation.
Second Violation: If the tribunal finds there has been a second violation within exactly one (1) year to the day of the first violation, the following will apply:
1. Social probation for eleven (11) academic weeks;
2. Nullification of the two exceptions in the alcohol policy for that chapter;
3. The chapter will lose their next opportunity for an exception of the freshmen residency requirements as described in the Men's and Women's Fraternities Relationship Statement;
4. The chapter's national organization shall be notified by The University of Montana that a second violation has occurred .
Third Violation: If the tribunal finds there has been a third violation within exactly two (2) years to the day of the first violation, The University of Montana (meaning the President or President's designee) may remove the chapter's university recognition and recommend to the national organization that the chapter's charter be removed, or other sanctions as agreed upon by the University and national organization.
1. Sale of alcohol or any indirect means of collecting monies to pay for alcohol is prohibited unless the event is catered by a licensed vendor.
2. Open parties, meaning those with unrestricted access, which involve the consumption of alcoholic beverages are prohibited. Access must be controlled for invited guests. Guest lists will be required at all planned parties. It is mandatory that guests be checked off at the door and show identification before entering the event.
3. Safe transportation must be provided to and from off-campus social activities, which may include a designated driver program. The All-Greek Council, Interfraternity Council, and Panhellenic Council urge all Greek organizations recognized by this document to become members of Home Free Missoula.
4. No men's or women's fraternity will serve or permit the use, possession, or consumption of alcoholic beverages at RUSH functions. Violations of this will be adjudicated by either IFC or Panhellenic respectively. Violations which occur on chapter premises will also be subject to the alcohol policy and AGC tribunal.
5. Any social event with four (4) or more fraternal organizations present requires a minimum of two licensed security guards while alcohol is being served.
To evaluate if chapters are meeting the mission and expectations defined above, the Greek Life Office will meet annually with national and local representatives of the fraternities to discuss and review the prior year's activities and plans for the coming year. The respective fraternity officers advise the Greek Life Office of chapter progress, problems encountered and operational efforts.
The chapter evaluation is designed to provide the Greek Life Office with information on chapters' progress, to identify areas the Greek Life Advisor can assist a chapter, gather statistical data on the Greek community and be used to determine certain Greek awards. Failure to submit a completed evaluation document by the specified time will mean the chapter cannot be considered for Greek awards.
The Greek Life Office will develop an evaluation document with AGC's approval which will be shared with the national office, the alumni advisors and the chapter presidents. Chapter officers will complete this document by a time specified by the Greek Life Office. Copies of completed documents will be sent to national offices or shared with traveling consultants. The Greek Life Advisor will submit comments to the national office on the report, if necessary.
Criteria for chapter evaluations may include, but are not limited to:
chapter academic performance neighborhood/community relations
membership strength community service
adherence to UM Greek policies intra‑Greek relations
campus participation alumni advising
intra‑house programming leadership development
Following the annual review, the Greek Life Advisor and the Vice President for Student Affairs will confer. Fraternities who do not make progress toward the criteria above; who show consistent poor academic standing (meaning below the University's all undergraduate average); who have demonstrated poor intra‑Greek participation or relations; or who fail to submit a complete and thorough report by a time established by the Greek Life office will be placed on conditional warning for the following year.
The Greek Life Advisor will inform the chapter president, their alumni and the national office of areas of concern and suggest improvements. Conditional warning is confidential and will not impede any activity. A satisfactory review the following year will remove the conditional warning.
An unsatisfactory review the following year (based on the aforementioned criteria), or failure to submit a report by the specified time, will result in the chapter being placed on probation for one year.
Probation is not confidential. The Greek Life Advisor will inform the chapter president, their alumni and the national office of areas of concern and suggest improvements. Presidents of chapters on probation must meet with the Greek Life Advisor once a semester to show what improvements are being made in problem areas. Failure to do so will be reported to the national office and noted for next review. The Greek Life Advisor will offer suggestions, resources and help for the chapter's improvement.
A satisfactory review the following year will either remove the probation, or remove the probation and continue conditional warning.
Following a year of probation, should the chapter again show no improvement (based on the aforementioned criteria) or fail to submit a report by the specified time, the Greek Life Advisor may recommend to the Vice President for Student Affairs continued probation or withdrawal of recognition as an invited Greek organization at The University of Montana. The Vice President for Student Affairs would make a recommendation the President of the University.
Greek organizations must accept the responsibility of being citizens within the Missoula community and adhere to community and neighborhood norms, as well as all local, state and federal statutes. They must also be respectful of fellow Greeks chapter property, privacy and security. Failure to do so is grounds for AGC tribunal.
Members need to be aware of neighborhood parking restrictions, the adverse consequences of disruptive behavior, improper language and dress and the importance of maintaining well groomed chapter houses and grounds which are acceptable to neighborhood norms.
Respecting the rights and privileges of the neighbors precludes loud and raucous behavior and the use of amplified sound. All activities must be acceptable to the neighborhood environment.
All Greek organizations must conform to local, state and federal statutes, and The University of Montana Student Conduct Code. The use, possession, or distribution of any illegally controlled substance on University premises or property owned or controlled by Greek organizations or at University-sponsored or Greek-sponsored activities is strictly prohibited. Violation is subject to severe sanctions by the University, All-Greek Tribunal, and/or criminal action.
The University has a Freshman Residency Policy which requires students with fewer than 30 semester credits to reside in University residence halls. Students who pledge fall semester and achieve a GPA equal to or above 2.50 for 12 or more credits may apply for exemption from the residency requirements after initiation into their respective chapter. Documentation verifying their initiation must be presented and the normal process for release from the residency requirements must be adhered to. A student and chapter meeting the following requirements may request a release from the residency requirements for the student to reside in the chapter house beginning spring semester.
1. Achieve a grade point average of at least 2.50 for 12 or more credits during fall semester.
2. Have become an initiated member of their respective men's or women's fraternity chapter.
3. Be free of any University Student Conduct Code violation from the previous fall semester.
4. Submit a letter to the Director of Residence Life requesting a release from the Freshman Residence Requirements with attached documentation (proof of fraternity initiation) before the end of the Fall semester.
1. Achieve an Active Chapter GPA of at least 2.75 during fall semester based upon the active chapter roster submitted to the Greek Life Office prior to the end of Fall semester.
2. Be free of any violation of the UM/Greek Relationship Policy or the University Student Conduct Code during the previous twelve months.
3. Have begun or completed the evaluation process outlined in the UM/Greek Relationship Agreement and not currently be on probation for past evaluations.
Chapter grades will not be tabulated until after the conclusion of Fall semester. Until the chapters' grades have been finalized, a freshman will not be able to move out of a residence hall. However, application for exemption must be filed with residence life by the student before the end of the Fall semester.
Employment is another condition for which students may be released from the residency requirements. Students who have employment in the Greek houses which pays a significant portion of their room and board costs and other living fees (50% or more) and requires the student to reside at the house may request release from the residency requirement. These student releases will be permitted only at the end of a semester for employment during subsequent semesters. The student granted a release must follow the normal withdrawal procedures when checking out of the residence halls.
Each individual chapter house may have a maximum of two (2) student positions released per academic year. If the approved student employee is not able to continue his/her employment position, the chapter house may request another student release to fill the vacancy. The former student employee will become subject to the residency requirement at the time of his/her termination of employment.
Documentation is required to secure the release of all student employees. This documentation includes:
1. A detailed job description, including remuneration, number of hours of work per week, beginning date of employment, and total cost of room and board and other living fees of the chapter house where the student will be employed.
2. A letter from the chapter president to the Director of Residence Life requesting the student's release and stating a commitment to employ the student.
No chapter, colony, student or alumnus shall conduct nor condone hazing activities. Hazing activities are defined as:
Any action taken or situation created, intentionally, whether on or off fraternity premises, to produce mental or physical discomfort, embarrassment, harassment, or ridicule.
Such activities may include, but are not limited to:
Any alleged case of hazing will be investigated and adjudicated by the fraternity's national organization and the office of the Vice President for Student Affairs in conjunction with the Greek Life office. The Vice President for Student Affairs may refer certain hazing matters to the AGC tribunal, at his/her discretion.
Three (3) days is the maximum allowed for house games and competitions. Discretion and good taste are expected to be considered in the implementation and planning of these events. The alcohol policy, this document and the respective chapter's national recommendations/rules shall apply to any house game or competition.
In keeping with trends of national men's and women's fraternities, The University of Montana Greek community discourages the creation of auxiliary groups to men's fraternities (little sisters) and women's fraternities (little brothers). This statement is in keeping with the recommendations made by the National Panhellenic Conference and its member groups, the Fraternity Executives Association and its member groups, and the National Interfraternity Conference and its member groups.
All Greek facilities must comply with local, state, and federal codes and/or guidelines. The University of Montana can assist in these areas through consultation and advisement; however, local house corporations are responsible for providing safe and healthful living facilities and the appropriate inspections and written reports.
Health and safety practices are essential for each living group. Chapter houses should be inspected each spring by the Fire Marshall and appropriate city or county officials, with written reports sent to individual house corporations, each active chapter, and The University of Montana Greek Life Office. The number of guests present in a chapter house at any one time cannot exceed local fire codes.
Alcohol risk management strategies established by each chapter's national office and by The University of Montana and AGC should be followed to reduce the risk of an alcohol-related injury or death.
Men's and women's fraternities should obtain property and liability insurance to protect organization and its officers and advisors.
The recruitment guidelines of the National Interfraternity Conference and the National Panhellenic Conference shall be applied to their respective chapters at The University of Montana.
The Admissions & New Student Services office will train and assist individuals from each chapter with personal and mail contact with prospective students. At all times a plan must be in effect which is compatible with the University's strategic marketing plan for new students. Recruitment plans must be approved by the Greek Life Office and the Admissions & New Student Services office.
Formal, organized recruitment does not end until the prospective new members is pledged. All rush events will exclude the use of alcohol. Violations of these provisions will be adjudicated by IFC or PHC respectively.
The University of Montana does not condone nor tolerate any form of ethnic, racially, or sexually abusive behavior on the part of students or student organizations. This includes physical, mental or emotional behaviors. These actions include, but are not limited to, date rape, gang rape, verbal harassment, and competitive games which are destructive or abusive.
Promotional or marketing programs must avoid demeaning sexual, discriminatory or homophobic portrayal of individuals. Activities should promote self-worth, human dignity, and a positive Greek image.
The Greek community will not discriminate against anyone solely on the basis of race, color, religion, national origin, age, disability, sexual orientation or gender while maintaining the single-sex status of fraternities and sororities.
Men's and women's fraternities are under the jurisdiction of the Missoula City Police Department. The city police react as the first responder, with a secondary call to the University Office of Campus Safety to serve as back-up on all calls to fraternities.
University police officers are advised to prepare a desk report, giving details of the incident. This and a copy of the city report (if available) will be given to the Vice President for Student Affairs for consideration during the annual chapter evaluation and performance review or for immediate review if conditions in the report indicate such a need.
The Campus Security Act of 1990 defines campus to include "any building or property owned or controlled by student organizations recognized by the institution." The law requires the University to report: (1) incidents of murder, rape, robbery, aggravated assault, burglary, and motor vehicle theft and other crimes required by law; and (2) arrests or referral for disciplinary action for liquor law violations, drug abuse violations, and weapons possessions. Consequently, the University will report and take appropriate action through this Relationship Agreement and/or criminal justice system on these incidents and arrests occurring in Greek houses.
Amendments to this document may be proposed by a majority vote of the AGC or by the Vice President for Student Affairs and must be approved by a two thirds vote of the AGC and by the Vice President for Student Affairs. Amendments must also be approved by majority votes of IFC and PHC. Representatives to AGC will bring the matter before their houses prior to final vote. The Greek Life Office will submit amendments to the national organization and the alumni for comment.
